Implements the recommendations of the Foundation Budget Review Commission in order to increase state funding to public schools.  The Education PROMISE Act provides a vital opportunity to correct an outdated funding formula and ensure that our school districts have appropriate resources to educate the whole child, helping all students reach their potential to become engaged and productive citizens. Failure to adequately fund fixed costs like special education and health care forces districts to focus only on the narrowly-defined, pressing needs of the moment, diverting funds away from proactive, evidence-based initiatives, like social and emotional learning, that promote behavioral health while improving academic outcomes.
